ADAP Waiting List Exceeds 9000 for the First Time

The number of people on AIDS Drug Assistance Program (ADAP) waiting lists rose above 9000 for the first time ever, according to the most recent issue of The ADAP Watch, produced by the National Alliance of State and Territorial AIDS Directors (NASTAD).
As of August 4, 2011, ADAPs in 13 states had waiting lists, with the largest numbers of unserved people residing in the southeast:
- Alabama: 130 individuals
- Arkansas: 51 individuals
- Florida: 3,751 individuals
- Georgia: 1,718 individuals
- Idaho: 25 individuals
- Louisiana: 961 individuals
- Montana: 29 individuals
- North Carolina: 316 individuals
- Ohio: 247 individuals
- South Carolina: 896 individuals
- Utah: 40 individuals
- Virginia: 875 individuals
- Wyoming: 0 individuals
As a result of ADAP emergency funding, Hawaii, Idaho, Iowa, Kentucky, South Dakota, and Utah were able to eliminate their waiting lists; however, Idaho reinstituted a waiting list in February 2011 and Utah did so in May 2011.
18 states (some overlapping with waiting list states) instituted other cost-containment measures between April 1 and August 4, 2011. Most states reduced their formularies. Other measures included capping enrollment, establishing monthly or annual expenditure caps, lowering financial eligibility (typically to 200% or 300% of the federal poverty level), implementing medical criteria, instituted client cost-sharing, and shifting ADAP clients to other programs, including pharmaceutical company patient assistance programs.
Another dozen states have indicated that they anticipated or were considering new or additional cost-containment measures by the end of the ADAP fiscal year in March 2012.
